<P>PROBLEM TO BE SOLVED: To prevent decrease in insulation resistance between a case and a fuel cell. <P>SOLUTION: The fuel cell 1 held in high potential during operation is housed in the case 3 electrically grounded and having a sealing function, and a space 5 is formed between the outer circumference of the fuel cell 1 and the case 3. The fuel cell 1 is installed on the bottom 3a of the case 3 through an insulating mount 7. A ventilation gas introduction port 9 introducing outside air into the space 5 is connected to one side wall upper part of the case 3, and ventilation gas exhausting port 11 exhausting gas in the space 5 to the outside is connected to the other side wall upper part. A shield 13 is installed in the space 5 so as to face an opening 9a to the space 5 of the ventilation gas introduction port 9, and a shield 15 is installed in the space 5 so as to face an opening 11a to the space 5 of the ventilation gas exhausting port 11.
