PROBLEM TO BE SOLVED: To provide a sieve for screening minute particles that is hardly clogged with minute particles and can get rid of clogging minute particles without deforming openings thereof even if clogged. SOLUTION: The sieve 10 for screening minute particles is composed of a guide ring 12 and a perforated plate 14 having a number of circular holes 16 that are formed by photoetching, photochemical etching or digital etching. In the production of high-temperature gas-cooled reactor fuel, the sieve 10 for screening minute particles is suitable for use for screening a fuel nuclear particle, which is a raw material of the fuel, a coated fuel particle formed by coating the fuel nuclear particle or an overcoat particle obtained by coating the coated fuel particle with a graphite matrix material.
