PROBLEM TO BE SOLVED: To provide a toner carrier whose roller part has an integrated structure, which ensures sealability of the toner sealing section of the toner carrier, prevents increase in drive torque, and has the function of making optimum charging of the toner and the amount of toner to be attached in an image part, and to provide a development device, process cartridge, and image forming apparatus which have the toner carrier. SOLUTION: A toner-restricting roller 4 is not rotated. Instead, when development does not take place, a developing roller 1 is rotated in a direction opposite to the direction used for image formation and has such an effect that the toner, accumulating in a wedge section between the developing roller 1 and the toner restricting roller 4, is once pushed back upstream, when development is not taking place.
