<p><P>PROBLEM TO BE SOLVED: To provide an input panel used for input operations of various electronic apparatus and an input device using the input panel, which are free from erroneous input and facilitate input of characters, figures, etc. <P>SOLUTION: A flexible display sheet of an electrically charging system, on which characters and figures are displayed by contact of an electrically charged pen 12, is arranged above an upper substrate 1 to constitute the input panel. When a character, a figure, or the like is inputted, the drawn character or figure is displayed on the display sheet 7 and a user can recognize what is drawn.
