PROBLEM TO BE SOLVED: To provide a surface emitting laser element capable of stably controlling a polarization direction in an arbitrarily desired specific direction, further obtaining a high output in a single basic lateral mode oscillation and performing a high-speed modulation. SOLUTION: In the surface emitting laser element that a periodic structure provided and configured by repeating regions where an effective refractive index is each a low refractive index and regions where the effective refractive index is each a high refractive index, surrounding the low refractive index core with a laser resonance region centered in a direction parallel with the surface of a substrate (substrate surface) and the periphery of the low refractive index core is formed, the widths of the low refractive index core are different from each other in two directions where they mutually intersect in a plane parallel with the substrate plane.
