PROBLEM TO BE SOLVED: To provide an individual identifying device and an individual identifying method that can certainly identify an individual even when a high-quality eye image is not acquired. SOLUTION: A comprehensive determining section 150 identifies a subject based on a collation result of a blink pattern obtained from a blink pattern data matching section 136 and a collation result of an iris code obtained from an iris code matching section 146. A user is identified using not only iris unique to each person and a blink pattern that can be known by himself/herself, so that high authentication accuracy can be obtained even when the image quality of eye circumferential image is low.
