PROBLEM TO BE SOLVED: To provide a hard coat forming composition for forming a hard coat film high in transparency and excellent in surface hardness, in abrasion resistance, and in adhesiveness. SOLUTION: The hard coat forming composition is an organic compound with a component (a) having polymerizable unsaturated groups, comprising a component (a-1) which is an organic compound having but one polymerizable unsaturated group in a molecule and a component (a-2) which is an organic compound having two or more polymerizable unsaturated groups in an molecule. The composition contains a component (b) which is a metal alkoxide and/or its concentrate having two or more alkoxy groups in a molecule, a component (c) which is a polymerization initiator that generates radicals upon exposure to light or heat, and a component (d) which is a water solution of an acid or an alkali.
