PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion cosmetic that has excellent storage stability and usability. SOLUTION: This water-in-oil type emulsion cosmetic comprises 0.5 to 3.0 mass % of cross-linkable polyether-modified silicone, 60.0 to 90.0 mass% of purified water and has a viscosity of≥30,000 Pa s at 30°C.
