The device has light emitting diodes and a photodiode aligned parallel to diameter of a rotating disk (4) of an indicator. The optical light beam received by the photodiode is processed to deduce number of disk turns. The disk has a sector reflecting an angle (between 45 and 225 degrees) at center of the disk. A straight line connecting each trace of the beams at the center of the disk forms a non-zero angle at the center. An Independent claim is also included for a fluid meter.
