A boiler (8) receives chilled water (9), and retains the water at a moderate temperature for refilling a water tank (1). The boiler has a hot water discharge (10) provided with a stop valve (11). The thermally isolated water tank is equipped with double walls and is filled with water preheated to a maximum of 80 degrees Celsius. A caustic solution container (2) filled with a highly concentrated caustic solution heated to 180 to 200 degrees Celsius, is immersed in the water in the water tank. Steam (3) produced between the caustic solution container and water tank is sent through an outlet line to a steam turbine (4) that drives a generator (5). Cooler steam (6) is sent to a condenser (7) and discharged to the caustic solution.
