Method and apparatus for electrolytically controlling the formation of scale and biofilm in water purification and other systems. An anode 30, 52, 66 or 76 is deposited on or disposed on or adjacent to a surface 34 or 50, such as that of a quartz UV tube 22, 64 or 72, providing a low pH environment which inhibits the formation of carbonate scale and biofilm.
