A high-frequency integration circuit (32) detects characteristic of a horizontal high-frequency component and characteristic of a vertical high-frequency component of an image formed by an image signal to be processed. According to the detection result, a CPU (61) acquires the number of bits of the image signal after compressed/encoded and calculates a compression ratio based on the number of bits. By using the calculated compression ratio, an image codec (36) is controlled so that the image signal to be processed is compressed/encoded by only one compression/encoding process. Thus, it is possible to perform compression (compression/encoding) with a high accuracy and at a high speed.
