The device has an enclosure (2) containing a phase changing material. Two distributing ducts (6, 7) placed in the enclosure permit separate circulation of fluids. A thermal exchanging unit (8) simultaneously permits direct transfer of energy between the fluids and indirect transfer by restoring energy transmitted by one of the fluids and stored by the material. An independent claim is also included for a fluid temperature regulating installation including a fluid temperature regulating device.
