The process involves inserting a telephone number in an user equipment identification message transmitted over a fixed-line telecommunication network. A correspondence between the telephone number and an identifier is verified by consulting a database. A high bandwidth connection of the equipment with the telecommunication network is authorized if the verification is positive. An independent claim is also included for a device for implementing a process for localization of a subscriber connected to a fixed-line telecommunication network.
