The invention relates to an expanding anchor (1) made of metal for fixing a part to a base. Prior art expanding anchors (1) comprise an anchor base part (3) having fixing means (4) and an expanding section (5) that widens in the direction of insertion of the expanding anchor. An expanding sleeve (6) with expanding elements (8) and with at least one cutting edge (9) for making an undercut is placed on the expanding section (5) in a manner that enables it be displaced. In order to reduce manufacturing costs for an expanding anchor (1) of the aforementioned type, the invention provides that the expanding sleeve (6) is made of hardened steel, and the set bending lines (10) are straight. The invention also relates to a placement tool (2) for placing an expanding anchor (1) of this type. This placement tool comprises key surfaces (16), a driving surface (17) and an adapter device (18).
