PROBLEM TO BE SOLVED: To solve the problem wherein in the feature of a Bcc function, the recipient of Bcc can recognize all recipients (To and CC) and presence of the Bcc recipient is not recognized by recipients of To and CC, but a Bcc transmission destination address is recognized by the recipients of To and CC when decrypting encrypted data using the conventional method. SOLUTION: The present invention comprises: encrypting information using a public key corresponding to addresses of To and CC when encrypting information for To and CC among transmission destinations; separately transmitting mail for Bcc; and encrypting the information simultaneously using a public key corresponding to the address of Bcc and the public key corresponding to the addresses of To and CC when encrypting the information.
