PROBLEM TO BE SOLVED: To provide a shaping device effectively utilizing communication path bands.

SOLUTION: There are provided a queue 100 for high-priority packets and a queue 101 for low-priority packets and if there is no transmission waiting packet in the priority queue in spite of a time to transmit a packet from the priority queue 100, a transmission waiting packet in the read non-priority queue 101 is transmitted by giving a high priority thereto.
