PROBLEM TO BE SOLVED: To provide a sound insulating material which is made of polyurethane foam and lightweight while having a sufficient sound insulating property, and a manufacturing method in which such a sound insulating material can easily be manufactured. SOLUTION: The sound insulating material of the present invention has a 1st polyurethane form layer, a 2nd polyurethane foam layer, and a 3rd polyurethane foam layer formed between them, the 3rd polyurethane layer having higher density than the 1st polyurethane foam layer and 2nd polyurethane foam layer. The manufacturing method of the sound insulating material of the present invention is characterized in that urethane raw material liquid containing a polyol compound, an isocyanate compound, and a foaming agent is supplied onto the polyurethane foam layer arranged in a metal mold and foamed while partially penetrating the polyurethane foam layer.
