PROBLEM TO BE SOLVED: To provide a compact and low-cost electrolytic wastewater-decoloring-and-cleaning device for decoloring and cleaning wastewater such as sewage and wastewater for washing of high chromaticity and BOD which is discharged from the livestock industry, the diary industry, the poultry industry, etc. which has less influence in environment, efficiently utilized for a water resource. SOLUTION: A treating device has an electrolytic cell characterized by discharging decolored and cleaned high-quality wastewater by applying electrolysis to the wastewater of high chromaticity and BOD, and the electrolytic wastewater-decoloring-and-cleaning device is installed with a raw water vessel, a PH control vessel, electrolytic cells and a water storing tank.
