PROBLEM TO BE SOLVED: To automate the reviewing work of a policy rule inevitable for the operation management of a network. SOLUTION: In a policy server, a plurality of policy rules each comprising a condition for indicating the state of a network to be managed and an action for indicating management control to be executed in that state while both of them are network operation management policies. A history collection step collects application history information including information regarding an applied period and information for indicating an application result for each of a plurality of policy rules. A history analysis step analyzes the application history information, and collects statistical information related to the generation of conditions corresponding to the applied policy rule.
