PROBLEM TO BE SOLVED: To automatically generate meticulous action plans adapted to users. SOLUTION: On the basis of a departure location, the estimated time of departure; the destination; and the estimated arrival time inputted by a user, a detection means 13 makes reference to map information and detects routes from the departure location to the destination. A computing means 6 inputs stopping location information on a plurality of stopping locations; the user's location information; time information, and the user's profile, applies them to rules with reliability, and computes present condition information on present conditions of the user. A retrieving means 13 retrieves a plurality of routes, from stopping locations to other stopping locations for each stopping location among a plurality of stopping locations added on the basis of condition information, in such a form as to branch a route into a plurality of routes or detects a plurality of routes from the departure location to stopping locations, when the other stopping locations are not added and from the stopping locations to the destination.
