PROBLEM TO BE SOLVED: To increase capacitance per volume of an electric double layer capacitor wherein an integral electrode provided with polarization electrode layers on both surfaces of a collector is laminated, and to ensure reliability to an impact from the outside. SOLUTION: An integral electrode provided with a polarization electrode layer 21 on both surfaces of a collector 22 is stacked by means of a separator 23, the separator 23 is arranged on the lamination end face, and then the integral electrode provided with the polarization electrode layer 21 on only one side of the collector 22 is arranged while the polarization electrode layer 21 is directed to the separator 23, so as to form a laminated body 11 which is packaged within an encapsulating case 12 provided with an insulating material layer therein. The laminated body 11 has no polarization electrode layer 21 on its lamination end that does not contribute to the expression of capacitance, so that the capacitance per volume increases, and due to the insulating material layer provided within the encapsulating case 12, no failure such as shortcircuiting or the like occurs even if the laminated body 11 hits.
