PROBLEM TO BE SOLVED: To provide a cutting device which cuts out sheets from a continuous band body, and accumulates the sheets such that patterns printed on the respective sheets are aligned in a thickness direction of the sheets, and to provide a wrapper manufacturing method for manufacturing wrappers at a low cost and with high accuracy. SOLUTION: The continuous band body W is set in the cutting device 7 such that its lateral location with respect to the cutting device 7 is determined based on a first pattern P1, and then it is cut by the cutting device 7 at a location where a second pattern P2 is present, in a lateral direction. The sheets S cut away from the continuous band body W are accumulated in the thickness direction of the sheets S by aligning sides cut by the cutting device 7, without changing the position of each sheet in the lateral direction of the continuous band body W, and therefore the first patterns P1 and the second patterns P2 are aligned in the sheet thickness direction.
