<P>PROBLEM TO BE SOLVED: To provide a debugging environment like a conventional one capable of controlling an I/O device in a target system and applicable to personal computers having no sufficient RAMs or no debugging-support hardware for debugging. <P>SOLUTION: A user program is executed by a CPU simulator in a debugger in a host computer. When an executing command is a command for controlling the I/O device, or a command for changing the interruption flag of the target CPU, the command is executed by a target system. In addition, when interruption is detected by a CPU of the target system, the interruption number and the interruption flag are informed to the CPU simulator.
