PROBLEM TO BE SOLVED: To provide a liquid developer with which the bleeding of a picture and its dotage are suppressed, and further, sufficient fixing properties can be obtained, to provide a liquid developer storage vessel, to provide a picture formation method, and to provide a picture formation system. SOLUTION: The specific resistance of the second liquid is made higher than that of the first liquid, and the specific resistance of the liquid developer is increased. Thus, at the time of development, the movement of the electric charge on a photoconductor to the liquid developer is suppressed, and the reduction of the electric potential on the surface of the photoconductor can be suppressed. In this way, the bleeding of a picture and its dotage are suppressed, and the satisfactory picture having a high resolution can be obtained. Further, since the photosetting type liquid has low resistance, it is easily charged, the photosetting type liquid sufficient for being optically fixable can be electrostatically stuck onto the surface of a latent image carrier, and sufficient fixing properties can be obtained.
