PROBLEM TO BE SOLVED: To provide a video coding system for enhancing the operation efficiency of VCD operators by reducing the number of times for switching zip code input and address input. SOLUTION: The video coding system 2 distributes read images by a video distribution control part 24 provided with a preferential distribution processing means for reading out read images from a large capacity storage part 22 for storing read images which have not been recognizable by a recognition part 15 and distributing these read images to a video coding terminal VCD 30A while giving priorities to the read images, and an input maintaining distribution processing means for distributing these read images to a video coding terminal VCD 30B in the inputted order. For instance, during the time of inputting and processing mails of dispatch schedule flight 02, when the mails of dispatch schedule flight 01 previously sectioned and processed are detected, the input processing of these mails are given priority. By using this preferential distribution processing means and the input maintaining distribution processing means in parallel, the number of times for switching between the zip code input and the address input are reduced.
