摘要 PROBLEM TO BE SOLVED: To provide a technique for optimizing a supply flow rate of heated cooling water to an internal combustion engine at the time of preheating. SOLUTION: A thermal storage system supplies cooling water stored in a heat retention manner in a thermal storage tank to a cooling water passage of the internal combustion engine by an electric water pump. This is characterized by an engine wall surface temperature estimation means for estimating temperature at a wall surface of the internal combustion engine, a tank water temperature estimation means for estimating temperature of the cooling water stored in the thermal storage tank and a flow rate control means for controlling the flow rate of the cooling water to be supplied by the electric water pump according to a temperature difference between the estimated wall surface temperature and the temperature of the cooling water stored in the thermal storage tank.
