PROBLEM TO BE SOLVED: To provide a method of manufacturing an image display panel for forming a fine rugged pattern on the surface of a substrate or the like and for decreasing the driving voltage of an image display medium. SOLUTION: In the method of manufacturing an image display panel by sealing an image display medium 3 between substrates 1, 2 at least one of which is transparent and applying an electric field on the image display medium 3 to move the image display medium 3 to display an image, the inner surfaces of the substrates 1, 2 are treated by a wet blasting method to form a fine rugged pattern 21 on the surfaces of the substrates 1, 2.
