PROBLEM TO BE SOLVED: To provide an inexpensive ground-based refuse storing device solving problems such as damage by animals and a problem regarding days to carry out refuse to a damp yard, and requiring no specific personnel for conveyance of collected refuse. SOLUTION: This ground-base refuse storing device comprises: a movable refuse bin (1) provided movably between the ground (G) and a position with predetermined height above the ground; and a drive device (10) provided below the movable refuse bin (1) and lifting/lowering the movable refuse bin (1). A refuse throw-in port (7) with an openable/closable cover body (6) and a refuse discharge port (9) with an openable/closable cover body (8) are provided in the movable refuse bin (1). The refuse bin (1) is driven and lifted to the predetermined height by the drive device (10) and is inclined in the position with the predetermined height such that the refuse discharge port (9) is positioned in the lower direction.
