PROBLEM TO BE SOLVED: To provide an arrangement for realizing the prevention of unauthorized utilization of data being read out from an information recording medium and output from a drive.

SOLUTION: A drive acquires application attribute values based on an application ID being acquired from a public key certificate corresponding to an application, forms an encryption key through data processing including an operation processing applied with the application attribute values thus acquired, and outputs the encryption key thus formed and an encrypted content which can be decrypted through application of the encryption key to the application side. Only in an application having an authorized content utilization right corresponding to specific application attribute values, a correct encryption key applicable to decryption of the content can be acquired, reproduction of the content is permitted, and decryption and utilization of the content by other application can be excluded.
