PROBLEM TO BE SOLVED: To provide a device for surely cutting the outer layer part of rolled paper along the width direction as pre-processing for the rolled paper, the leading edge of which is fixed to the outer layer surface. SOLUTION: This device includes: an elevating table 1 for rotating the rolled paper R and a cutter head 6 moved in the width direction of the roller paper R to cut the outer layer part thereof. The cutter head 6 includes: a blade fitting part 26 to which a cutter blade 25 is fitted; a spatula-like sliding plate 27 provided on the lower part of the part 26; and a curling member 32 disposed in the adjacent position. The gliding plate 27 is inserted from the position of the leading edge S of the roller paper below the outermost layer R1 with the tip part 27A thereof brought into contact with the outer layer side edge part of the rolled paper R rotated in the unwinding direction. While the cutter head 6 is moved in the width direction of the rolled paper R after the gliding plate 27 is inserted to the rolled paper R, the outer layer part of the rolled paper R is cut by the cutter blade 25, and at the time, the cut edge C on the unwinding direction side of the rolled paper R is raised on the outer layer surface of the rolled paper R by the curling member 32.
