PROBLEM TO BE SOLVED: To provide a rotary heat exchanger capable of increasing the degree of heat gas contact with the entire material, and achieving high heat exchange ratio with the gas even for a material of high water content. SOLUTION: This lifter is provided with an inner cell 12 having an opening of a dimension more than 1/6 of an inner diameter of a cylindrical shell 4 at its material charging side and concentric to the shell, and a plurality of outer cells 13 formed by partitioning an outer peripheral space of the inner cell in the circumferential direction by radial plates 11, on a part in the longitudinal direction of the cylindrical shell 4. A leaf plate 10 defining the inner cell 12 is composed of a porous panel for sieving a part of the material in each outer cell 13 into the inner cell 12, and the radial plates 11 defining the outer cells 13 are also composed of porous panels for sieving the part of the material in each outer cell 13 into the adjacent outer cell 13.
