PROBLEM TO BE SOLVED: To provide a plan preparing device for transporting operations in the trading flow including transportation of heavy objects likely to be influenced by the unloading operation at the deliverer and the destination of delivery, in which a transporting operation is allocated to a vehicle of separable structure of its load stacking part and towing part in such a way as establishing a transporting operation plan to meet the foregoing relationship and having a good efficiency. SOLUTION: The plan preparing device for transporting operations is configured so that the load transporting operations from a plurality of deliverers to a plurality of destinations are allocated to a vehicle 1 structured with its load stacking part 3 and towing part 2 separable, whereby the transporting operation plan is prepared through such procedures that the sequence of the loading/unloading operations of goods 4 at the deliverers and the destinations is decided, the transporting operations conducted by the towing part 2 and their sequence are decided, and that the load stacking part 3 to be used in the loading/unloading operations of goods 4 and their transporting operation is decided.
