PROBLEM TO BE SOLVED: To provide a raising medium for undersea plants effectively utilizing existing members, and slightly affecting the natural environment. SOLUTION: This raising medium for undersea plants is structured as follows: undersea plant seeds 2, water granulation slug (culture soil 3) and a weight are housed in a jute bag, and the opening part of the jute bag 1 is closed by a closing means. The seeds 2 preferably comprise eelgrass seeds. A jute string 5 can be utilized as the closing means. The jute bag 1 widely used as a storage bag is used as a bag body, and the water granulation slugs are used as a growth medium so as to economically obtain the raising medium for undersea plants through utilizing existing materials.
