PROBLEM TO BE SOLVED: To raise a communication quality while raising an efficiency. SOLUTION: The radio communication apparatus includes a threshold memory for memorizing the threshold of a received field strength about a radio wave coming through a channel for control from a radio base station; a measuring memory for measuring information regarding the received field strength exceeding the threshold of the coming radio wave, arranging and memorizing the measured result for every radio base station; a threshold controller for changing the threshold in response to the variations of the measured result; a precedence grant part for giving a precedence order reflecting the height of the probability which should choose to every ratio base station based on the measured result stored in the measuring memory; and a selector for choosing as an original radio base station where synchronizing is materialized by trying the synchronous operation in order from the radio base station of the high precedence.
