<p>A composition for the removal of biofilms from substrate surfaces formed by reacting: (a) one or more quaternary halide surfactants with (b) a source of reactive bromine ions in the ratio of 1 halide ion forming part of the quaternary surfactant to 0.05 to 8 moles of bromine ions in aqueous solution.</p>
