<P>PROBLEM TO BE SOLVED: To provide a hydrogen forming unit with which the generation efficiency of H<SB>2</SB>and O<SB>2</SB>can be enhanced, and the conversion efficiency of CO to CO<SB>2</SB>can be improved, so as to reduce the discharge amount of CO; and to provide a hydrogen generating device which has a simplified compact constitution and can be manufactured at a low cost. <P>SOLUTION: In the hydrogen forming unit, hollow cavity parts 6 through which CO and H<SB>2</SB>O are allowed to flow are formed.
