PROBLEM TO BE SOLVED: To provide an optical subscriber line terminal station device capable of carrying out multicast transmission in G-EPON based network, and to provide an optical subscriber line terminating device and its communication method. SOLUTION: When a frame received by an upstream communication processing unit 17 is a frame which should be subjected to multicast, the frame is enciphered by a cipher processing unit 13 of OLT1 by using a multicast group encryption key. In a PON processing unit 11, a logical path identifier and an identifier of the encryption key are added to the frame enciphered by the cipher processing unit 13 and transmitted to the PON side. On the other hand, if the fram received by a PON processing unit 21 is a multicast frame, the frame is decoded by the cipher processing unit 23 of ONU2 by using an encryption key corresponding to the added identifier of the encryption key, so that only the optical subscriber line terminating device belonging to the multicast group can decode the frame, and the multicast communication can be realized.
