PROBLEM TO BE SOLVED: To provide a structure that searches for a row of characteristic fixed bits of various control protocols to a reception message, and identifies the control protocol that a terminal has by the searched result. SOLUTION: In a system, a message bridge transmitted by a terminal having various control protocols is changed into a capsule by TCP/IP, thus transmitting and receiving at least one message of the control protocol to and from one transmission line. In this case, when the message is received from the transmission line, the protocol determination function of a control terminal searches for the row of fixed bits of characteristic messages prescribed by the various control protocols to data, where a TCP/IP header is eliminated from the received message, and the control protocol of the received message is identified by the searched result, thus identifying the control protocol that the terminal of a message source has.
