PROBLEM TO BE SOLVED: To prevent freezing of a water supply facility (a water supply pipe or the like) caused by a drop in water supply temperature to a freezing point due to the cold and to prevent frost heaving damage of a (a drain pipe or the like) causing upheaval of the ground by an ice lens phenomenon of soil and underground water. SOLUTION: This sheet for preventing frost heaving is formed by forming a fine-powdered or powdered polymeric absorber in sheet shape by coating or spreading thin, and absorbing an antifreezing solution therein.
