PROBLEM TO BE SOLVED: To provide a sound insulating hot-water floor heating panel which excels in heating efficiency, sound insulating performance and dimensional stability with respect to both of temperature and humidity, and imparts good walking feel when walking thereon. SOLUTION: The sound insulating hot-water floor heating panel comprises a flooring material 1, a heat radiating plate 2, a hot-water mat 3 and a sound insulating material layer which are laminated in this order. The hot-water mat 3 comprises a rigid resin foam 31 and a hot-water supplying pipe 33 arranged in the rigid resin foam 31. The flexural modulus of the rigid resin foam 31 is 5-30 MPa. The flooring material 1 is made of a wooden composite material in which a thermoplastic resin is compounded with 50-80 wt.% of wood chips (Preferably, the orientation angle of the wood chips is 0-30°to a longitudinal direction of the flooring material 1.) having an aspect ratio of 5-50.
