PROBLEM TO BE SOLVED: To provide a vibration damper having static spring characteristics in two stages. SOLUTION: This vibration isolating mount device 5 comprises an inner cylindrical body 30, an outer cylindrical body 31 disposed around the inner cylindrical body 30, a flange part 32 formed on the outer cylindrical body 31 at the axial front end part so as to extend in the radial outer direction, a rubber elastic body 33 disposed between both cylindrical bodies 30 and 31 and connecting both cylindrical bodies 30 and 31 to each other, and a stopper rubber elastic body 34 installed on the axial outer side surface of the flange part 32. Hole parts 34a are formed in the stopper rubber elastic body 34. The hole parts 34a are opened to a stopper surface 34b and extend to the axial inner side.
