PROBLEM TO BE SOLVED: To provide an electrifying roller which does not require a long drying line for mass production, to the surface of which toner hardly adheres even when it is used for a long time, and which is excellent in durability, and an image forming apparatus equipped with the electrifying roller and stably forming an excellent image over a long term. SOLUTION: The electrifying roller 1 is equipped with a shaft 2, an elastic layer 3 formed on the circumference of the shaft 2, and at least one resin covering layer 4 formed on the circumferential surface of the elastic layer 3 and containing ultraviolet curing type resin, and the resin covering layer 4 contains fluorine content resin and/or compound.
