PROBLEM TO BE SOLVED: To provide a proof stress element or aseismatic element capable of diagnosing easily deterioration thereof without providing a separate member, and a deterioration diagnostic method for the proof stress element. SOLUTION: A paint having a prescribed correlation between an accumulated damaged level of an energy absorption part 6 caused by external force, and a separation amount of the paint applied onto a surface of the energy absorption part 6 is applied onto the surface of the energy absorption part 6.
