PROBLEM TO BE SOLVED: To provide a fluctuation wind addition device capable of adding a fluctuation wind and a turbulence flow having a fixed period (for example, sine-wave-like) velocity fluctuation to a gas flow flowing out from a diffusing port of a wind tunnel, and capable of restraining the generation of a noise caused by an operation to a low level, and a wind tunnel device provided with the fluctuation wind addition device. SOLUTION: This fluctuation wind addition device A has a plurality of wind shield plates 2 having a rotary shaft 21, and a power unit 3, the wind shield plates 2 are arranged to make the rotary shafts 21 in parallel each other, and to make the adjacent wind shields 2 not contact each other, and the power unit 3 rotates each of the wind shield plates 2 around the each rotary shaft 21 at a prescribed revolution number.
