PROBLEM TO BE SOLVED: To obtain a cosmetic composition which is an emulsion composition and comprises a mixture of water with an oily ingredient without containing a surfactant. SOLUTION: This cosmetic composition is characterized by obtaining by shaking a mixture of strong alkali water as a dispersant with an oil to form an oil/water type emulsion.
