PROBLEM TO BE SOLVED: To provide a pneumatic radial tire capable of enhancing the steering stability, reducing the rolling resistance of the tire, and reducing the weight of the tire. SOLUTION: The high-speed and heavy-duty radial tire comprises a pair of bead parts including a bead core 14 and a bead filler 26, a carcass ply 12 which is returned around the bead core 14 from the inner side of the tire axial direction (A direction) to the outer side of the tire axial direction, and a belt layer 30 arranged on the outer side of the tire radial direction (B direction) of the carcass ply 12. The belt layer 30 has a cord-reinforcing layer 16 constituted by impregnating rubber element in a three-axis texture in which cords 16X, 16Y, 16Z arrayed along the direction three axes (X-axis, Y-axis, Z-axis) intersected with each other.
