<P>PROBLEM TO BE SOLVED: To select a usually used card or a card to which the balance can be recorded, and determine whether the balance is to be recorded in accordance with a state at which the card is used. <P>SOLUTION: A settlement device has a step for selecting either a first method or a second method. In the first method, part of the balance which is below a prescribed amount of money is recorded as balance information in correlation with each ID and the part is used as a part of payment in the next and succeeding settlement, and the remainder is payed back in cash.
