PROBLEM TO BE SOLVED: To provide an image processing apparatus that causes no disturbance in an image even when a ratio of a write rate to a read rate is other than an integer. SOLUTION: A write means (image signal capture module 4) and a read means (image processing module 5) refer to a count by a count means (counter 7) to access a storage means (frame memory 6) so that the image processing apparatus is operated in a way that areas in the storage means (frame memory 6) to which the write means (image signal capture module 4) writes image data are not overlapped with areas in the storage means (frame memory 6) from which the read means (image processing module 5) reads image data.
