PROBLEM TO BE SOLVED: To provide an unqualified person's operation preventing apparatus in a working machine, which can prevent an unqualified person from operating and driving the working machine such as a construction machine, and further enables the operation and driving of the working machine only when being in a predetermined operable position. SOLUTION: The unqualified person's operation preventing apparatus in the working machine comprises: a transmitter 13 for transmitting information for use in determining whether a worker M is a qualified person of operating the construction machine 1; a receiver 8 for receiving the information transmitted from the transmitter 13; a measurement device 9 for measuring an intensity value of radiowave received when the information is received by the receiver 8; and a controller 10 for controlling the construction machine 1 in an operable or inoperable state.
